Fulton, Gwinnett, Cobb, and DeKalb counties in the Atlanta metro area have adopted enhanced energy efficiency requirements that exceed what the state baseline demands.
Georgia also spans three distinct IECC climate zones, and the correct zone for your project is determined by county — not by city name or general region:
Zone 2A (Hot-Humid) — South Georgia: Valdosta, Brunswick, Waycross, Tifton, Bainbridge, Thomasville, and all counties in the southern coastal plain. This is Georgia’s most demanding cooling zone, with extremely high sensible and latent loads. Dehumidification is a critical design requirement here, and a Manual J that does not properly split the latent and sensible components will produce an oversized system that fails to control humidity, one of the most common comfort complaints in South Georgia.
Zone 3A (Mixed-Humid) — Central Georgia and the Atlanta Metro: Atlanta, Savannah, Augusta, Macon, Columbus, and the majority of the state’s population and construction activity. Both heating and cooling loads matter in Zone 3A. The Atlanta metro’s rapid growth ( Fulton, Gwinnett, Cobb, DeKalb, Cherokee, Forsyth, and surrounding counties) makes this the most active permit market in the state.
Zone 4A (Mixed-Humid) — North Georgia and the Blue Ridge Mountains: Blairsville, Dahlonega, Blue Ridge, Ellijay, and mountain communities. Elevation effects in the North Georgia mountains produce meaningfully colder winter design temperatures than the Atlanta metro just 60 miles south. A Manual J sized on central Georgia assumptions applied to a mountain project will produce an undersized heating system.
