The Florida Building Code, 8th Edition (effective December 31, 2023) sets the standard for all new construction and HVAC permits statewide. Under this edition, Manual J load calculations must demonstrate an Energy Performance Index (EPI) of 95 or better for residential projects — a threshold that requires accurate, code-specific load data, not rule-of-thumb estimates.
Florida falls across two distinct IECC climate zones, and each carries different load calculation requirements:
Climate Zone 1 (hottest, most humid) covers Miami-Dade, Broward, and Monroe counties. These markets carry the highest cooling loads in the state and require the most rigorous latent heat calculations due to extreme humidity levels year-round.
Climate Zone 2 covers the remainder of Florida — including Palm Beach, Hillsborough, Orange, Duval, Pinellas, and all other counties. Cooling loads remain substantial but heating loads become more relevant as you move north toward the Panhandle.
